RECOVERY UPDATES:
As of April 6, 2025, Asheville is progressing with its plan to allocate $225 million in federal disaster recovery funds following Hurricane Helene. The city initially released a draft action plan on March 4, 2025, detailing proposed allocations for infrastructure, economic revitalization, and housing.

Infrastructure: Approximately $130 million (58%)Economic Revitalization: Around $50 million (22%)
Housing: About $29 million (13%)
Administration and Planning: $13.5 million (6%)
Housing and Economic Security Support Services: $2.25 million (1%)
The infrastructure funds are intended for water systems, greenways, and road repairs. Economic revitalization efforts focus on supporting flooded commercial districts, workforce development, and small business assistance. Housing funds aim to construct and rehabilitate multi-family units and support single-family home reconstruction.
However, the U.S. Department of Housing and Urban Development (HUD) rejected the initial plan due to the inclusion of diversity, equity, and inclusion (DEI) criteria, specifically the prioritization of Minority and Women-Owned Businesses (MWBE) in the Small Business Support Program.
In response, Asheville revised the plan to address HUD's concerns. Mayor Esther Manheimer stated that the modifications were made to reflect HUD's feedback and that the changes have been deemed acceptable.
The city is now awaiting final approval from HUD to proceed with the implementation of the recovery plan. Community engagement remains a priority, with officials encouraging residents to stay informed and involved as Asheville moves forward with its recovery efforts.
